Executive Summary (General Business): PMD advertised an eRFP to establish a contract with a qualified consultant who will provide the City of Port St. Lucie with Professional Services for a Design Criteria Package for the Police Training Facility.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (eRFP) # 20220023 for Professional Services for a Design Criteria Package for the Police Training Facility and begin negotiations with CPZ Architect, who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement, the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.
Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff with direction.
Background: In order to keep pace with the City's growth (ranked 7th within FL), PSLPD is in need of a Training Facility. Of the top 15 populated cities in FL, PSLPD is the only agency without a training facility (nor a shooting range). Currently, any in-house training provided to sworn personnel is limited by space or has to be done in Fort Pierce at the IRSC complex based on advanced scheduling for firearms qualification. The proposed facility is estimated at 14,400 square feet and constructed of CBS poured concrete (CAT 5) building. It will also incorporate a Shooting Range (80' wide with 20 lane tactical 50-yard range). The Range will also include an HVAC system to meet/exceed all NIOSH, OSHA, NRA range & lead safety standards. Also, for future growth, it is recommended that the facility be constructed with additional flooring/space.
Issues/Analysis: An eRFP was advertised on DemandStar on December 10, 2021, with a proposal due date of January 10, 2022. During the advertisement period, 2,715 suppliers were notified, 51 of those downloaded plans and 2 submitted proposals. On January 31st, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on February 8th, 2022 with CPZ Architect, West Construction, Inc. & West Architecture + Design, LLC.
The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) CPZ Architect; (2) West Construction, Inc. & West Architecture + Design, LLC. These firms were invited to the presentation/discussion meeting.
The discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and fitness for the project based on the firm’s submittal and the Q&A answers previously supplied to the committee and any follow up questions the committee may have. The committee has selected CPZ Architect as the top-ranked firm.

Location of Project: 121 SW Port St. Lucie Blvd., Port St. Lucie, FL 34984 City Hall Municipal Complex, directly northwest of the main police building (Building C), located on lots 6-10. These lots run parallel to SW. Thanksgiving Ave.
