2.                     Parties: City of Port St. Lucie and Action Target Inc. 

3.                     Purpose: To purchase Training Ammunition Combat (TAC) House panels that will support realistic, adaptable, and non-ballistic training for officers at the Port St. Lucie Police Department’s new training facility.

4.                     New/Renewal/Modified: New.

5.                     Duration: The Contract term for this purchase is eighteen (18) weeks from the date of execution, which includes production, delivery, and installation of the TAC House panels.

6.                     Benefits to Port St. Lucie: Integrating a TAC House into the upcoming Port St. Lucie Police training facility provides strategic, flexible, and cost-effective training that enhances officer preparedness, public safety, and community trust. It is a modern tool that aligns with the City’s goal of maintaining top-tier law enforcement standards.

7.                     Cost to Port St. Lucie (Annual and Potential): This is a one-time purchase in the amount of $228,480.00.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(a) (cooperative exception to formal bidding), to participate in the GSA Cooperative Contract #GS-07F-0482Y with Action Target Inc.  for a Custom Training Ammunition Combat (TAC) House under City Contract #20260070.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the GSA Cooperative Contract #GS-07F-0482Y with Action Target, Inc.

2.                     Move that the Council not approve and provide staff with direction.

 

Background: The Training Ammunition Combat (TAC) House is a modular, non-ballistic training structure designed to simulate realistic urban environments for tactical training. It supports force-on-force scenarios using simulated ammunition such as Simunition, FX rounds, marking cartridges, and blanks, allowing officers to train safely in room clearing, building searches, hostage or threat response, and other high-risk situations. The controlled environment reduces the risks associated with training in abandoned or public buildings, including property damage, safety hazards, and disruptions to nearby homes or schools.

 

The TAC House supports low-light, force-on-force, active shooter, urban assault, mission planning, and walkthrough scenarios. Its modular design allows fast assembly and reconfiguration, enabling staff to change layouts and floorplans in a matter of hours using only a basic 5/16" hex wrench. Each panel connects securely with flush, stable joints, and the entire system ships on standard pallets for easy storage and deployment.

 

The TAC House provides realistic, stress-inducing training that helps officers practice decision-making under pressure, improving tactical readiness and officer safety. It supports skills such as room clearing, teamwork, and high-risk entry techniques while assisting with stress inoculation to improve performance in real-world situations. This investment also strengthens community trust by reinforcing the City’s commitment to maintaining a highly trained police force. Over time, the modular nature of the TAC House offers cost savings by consolidating multiple training needs into one adaptable system that can be used for recruits, in-service training, and specialty teams.

 

Issues/Analysis: Staff has reviewed the GSA Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in Police Department account #301-2105-562000.
