Executive Summary (General Business): The City of Port St. Lucie sought professional design services for the design and permitting of the Hogpen Slough Trail Boardwalk and Shared Use Paths as part of the Village Green Drive Corridor Revitalization Project. The development of construction plans and obtaining permits to facilitate the project will be an integral part of kickstarting the funding opportunities on the east side of Port St. Lucie.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposal (E-RFP) #20220038 for the Design & Permitting Services for the Hogpen Slough Trail Boardwalk & Shared Use Paths and authorize staff to begin negotiations with the top ranked firm, Marlin Engineering.
Alternate Recommendations:
1. Move that the Council not approve the recommendation and provide staff with direction.
Background: In July of 2021, the City of Port St. Lucie adopted the Village Green Corridor Master Plan. The Master Plan identified the Hogpen Slough Trail Boardwalk and Shared Use Paths as one of the key initiatives “off the street” that should be addressed. Shared-use pathways through two (2) drainage easements within the industrial area will connect into Hogpen Slough. The utilization of specific plant species and trees in these areas should serve as bioswales to better filter stormwater runoff and assist in cleaning the water prior to draining into the Hogpen Slough, which ultimately drains into the North Fork of the St. Lucie River. The drainage rights-of-way should include 10-foot shared-use pathways which will connect Village Green Drive, the industrial area, and the proposed Hogpen Slough Trail. With limited funding opportunities available for streetscape improvements at this time, the City is seeking to design and permit the Hogpen Slough Trail and corresponding Shared Use Pathways that are part of the Village Green Drive Corridor Revitalization Project.
Issues/Analysis: An E-RFP was advertised on Demandstar on February 19, 2022, with a proposal due date of March 21, 2022. During the advertisement period, 2,916 suppliers were notified of which 40 downloaded plans. There were two (2) proposals submitted within the required timeframe. On April 18, 2022, PMD held a Public Meeting where the committee members met to review and discuss their individual scores. The committee voted to have discussions on April 22, 2022, with Stantec Consulting and Marlin Engineering. The Evaluation Committee reviewed and scored all proposals, and the rankings are as followed: (1) Stantec Consulting and (2) Marlin Engineering.
Both firms were invited to a presentation/discussion meeting. The discussions allowed the committee to gain a better understanding and insight into the firms’ qualifications and fitness for the project based on the firm’s Q & A answers. With a better understanding and insight, the committee selected Marlin Engineering as the top-ranked firm and Stantec Consulting as the second ranked firm.
Financial Information: The funds are appropriated in the Road & Bridge CIP Fund / Road & Streets / Improvements O/T Building (#304-4125-563000-00000).
