Summary Brief (Agreements/Contracts only)
1. Prepared by: India Barr, Procurement Contracting Officer, OMB.
2. Parties: There are two Contracts, between the City of Port St. Lucie and (1) 360 Energy Solutions LLC (“360 Energy”); and (2) Paramount Power Inc. (“Paramount”)
3. Purpose: This is a master contract for various City of Port St. Lucie Departments that require the services of a contractor for Portable and Stationary Generator Preventative Maintenance, Repairs, and Generator Rental and Reserve Rates.
4. New/Renewal/Modified: New.
5. Duration: The initial term of each Contract is for two (2) years. The City shall have an option to renew for two (2) additional two (2) year periods for each Contract.
6. Benefits to Port St. Lucie: To ensure the City of Port St. Lucie’s buildings, facilities and infrastructure have back-up power in the event of a power outage while ensuring continuity of operations during power outages and reducing emergency repair costs through proactive maintenance. The Contracts will also enhance public safety and infrastructure resilience and extend the useful life of critical equipment.
7. Cost to Port St. Lucie (Annual and Potential): Approximate cost is $656,801.50 annually. Future expenditure will be appropriated in each fiscal year budget.

Staff Recommendation: Move that the Council approve Contract #20250037 for the Maintenance of Portable and Stationary Generators with (1) 360 Energy and (2) Paramount.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20250037.
2. Move that the Council not approve Contract #20250037 and provide staff with direction.
Background: Solicitation was to solicit qualified vendors to provide ongoing maintenance, testing, repairs, and emergency rental rates for the City’s fleet of 132 portable and stationary generators. An evaluation was conducted which reviewed all submissions based on criteria such as cost, technical proposal, and service responsiveness.
An E-Bid was issued February 12, 2025, to 431 potential suppliers. There were 26 plan holders with 5 proposals submitted on March 10th, 2025.
Issues/Analysis: Staff has reviewed the proposals and recommend entering into a service contract with 360 Energy and Paramount.
Financial Information: Funds will be appropriated in various department budgets.
