Summary Brief (Agreements/Contracts only)
1. Prepared by: Nadia Tourjee, Procurement Contracting Officer I (PMD).
2. Parties: City of Port St. Lucie and (1) Heritage Landscape Supply Grop, Inc. dba FIS Outdoor, and (2) SiteOne Landscape Supply, LLC.
3. Purpose: To source irrigation parts and items necessary to purchase and stock Public Works’ (PW) warehouse inventory.
4. New/Renewal/Modified: New.
5. Duration: Initial Term: From execution date to 03/07/2027, with the option or options to renew for no more than two (2) additional years.
6. Benefits to Port St. Lucie: To utilize the Lee County contract to purchase the most cost-effective products to upgrade and maintain the City’s existing irrigation system.
7. Cost to Port St. Lucie (Annual and Potential): Estimated Annual Expenditure for FY24: Public Works - $125,000 and Parks & Recreation - $40,000. Future expenditures will be in the approved budget each fiscal year.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)b., to participate in the Lee County Contract #B240067AVR, with the two Parties, for Irrigation Parts and Related Items.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Lee County Contract #B240067AVR with the two Parties.
2. Move that the Council not approve and provide staff with direction.
Background: Public Works utilized the previous Lee County contract for Irrigation Parts and Related Items to stock parts for our current system. To avoid delays in supply chain deliveries, which could affect substantial loss of irrigation time, piggybacking off the Lee County contract will enable the City to source common parts used on our existing system. During mainline breaks or drought conditions, having the necessary availability of parts is paramount. All purchases made through the Lee County contract would be at a discounted rate, providing savings to the City.
Issues/Analysis: Staff has reviewed the Lee County contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the Road & Bridge Operating Fund / Environmental / Irrigation Repair (Supplies) (#104-4127-534124-00000), and various cost centers in the General Fund for Park & Recreation.
