Summary Brief (Agreements/Contracts only)

1.                     Prepared by: India Barr, Office of Budget and Management

2.                     Parties: City of Port St. Lucie and Florida Armature Works, Inc.

3.                     Purpose: This Contract provides for the purchase of services to repair pumps and motors at the Utility Systems Department (USD) water and wastewater treatment facilities. These pumps and motors ensure: the continued movement and delivery of water from an aquifer to the water treatment facilities, pressurized water to the reverse osmosis membranes for treatment, treated water from the plant to ground storage tanks and to the public, and recirculating water in the scrubber system for waste treatment.  

4.                     New/Renewal/Modified: New

5.                     Duration: This Contract is effective from the date upon which all parties have executed it through January 30th, 2025, with an option to renew beyond the initial term for up to three additional one-year periods upon mutual agreement in writing.

6.                     Benefits to Port St. Lucie: This contract provides a quick turnaround time on repairs and fair pricing on repairs and services. 

7.                     Cost to Port St. Lucie (Annual and Potential): The USD estimates an annual expenditure of $200,000.

Staff Recommendation: Move that the Council approve participating in the New Smyrna Beach Utilities RFP#22-22 per City Code of Ordinances, Section 35.08 (a)(9)(b), with Florida Armature Works, Inc. for Motor and Pump Repair Services.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the New Smyrna Beach Utilities RFP# 22-22.

2.                     Move that the Council not approve participating in the New Smyrna Beach Utilities RFP# 22-22 and provide staff with direction.

 

Background: The USD is currently “piggybacking” an Indian River County contract with Florida Armature Works, Inc. for Motor and Pump repair services, which will expire on August 12, 2024, with no additional renewals left on the contract.

 

Issues/Analysis: Staff has reviewed the New Smyrna Beach Utilities RFP # 22-22 and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in various USD accounts from fund 431 and 438: 3310, 3312, 3360, 3512, 3513.
