Submitted By: Robyn Holder, CPPB, Procurement Management Department (PMD).

Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.

Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Robyn Holder, CPPB (PMD).

2.                     Parties: City of Port St. Lucie and Zahlene Enterprises, Inc.

3.                     Purpose: To bridge the gap between the FDOT projects to the south and the existing section north of Gatlin Boulevard for a consistent roadway section through the corridor.

4.                     New/Renewal/Modified: New.

5.                     Duration: 540 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: The work will provide additional intersection capacity, accessible multi-use pathways, pedestrian lighting, landscaping, and underground drainage.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $8,006,448.

Presentation Information: N/A.

Staff Recommendation: Move that the Council award Contract #20200077 and enter into a unit price contract with Zahlene Enterprises, Inc. for the Port St. Lucie Blvd. Segment #3 Roadway Improvement Project from Darwin Boulevard to Gatlin Boulevard.

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and award Contract #20200077.

2.                     Move that the Council not approve Contract #20200077 and provide staff with direction.

Background: The existing 4-lane divided roadway utilizes an open swale drainage system. The proposed roadway section will be fully “urban” with curb and gutter, multi-use paths, landscaping, irrigation, roadway lighting and pedestrian lighting. It will match the section that will be constructed by the Florida Department of Transportation (FDOT) that is located south of SW Darwin Boulevard.

An E-Bid was issued on May 21, 2021 to 1,272 potential suppliers. There were 29 plan holders with 4 proposals being received on July 28, 2021.

Issues/Analysis: Staff has reviewed the proposals and finds that Zahlene Enterprises, Inc. provides the best value to the City. Zahlene Enterprises, Inc. is not a local vendor.

Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Road & Bridge CIP Fund / Traffic / Improvements O/T Building / SW Port St. Lucie Blvd. Reconstruction (#304-4121-563000-Y1717).

Special Consideration: The Transportation Regional Improvement Program (TRIP) is providing a Grant in the amount of $4,269,129 for this project.

Location of Project: Port St. Lucie Blvd. from Darwin Blvd. to Gatlin Blvd.
