2. Parties: City of Port St. Lucie and McNabb Hydrogeologic.
3. Purpose: The current disposal system does not have a backup should the injection well need to be taken out of service for routine maintenance or repairs.
4. New/Renewal/Modified: New.
5. Duration: The Contract period shall be for four (4) years with a start date of March 2, 2022 and will terminate March 2, 2026.
6. Benefits to Port St. Lucie: The intention of this Request for Proposals is to find a highly qualified Consulting Hydrogeologist/Engineer to design a second Class I deep injection well (IW-2) to serve as backup to IW-1.
7. Cost to Port St. Lucie (Annual and Potential): The Consultant shall be paid time and expense for a Contract Total of $879,942.

Background: The City desires to construct a second Class I deep injection well (IW-2) at Prineville to meet disposal capacity needs for the RO process as a secondary injection well to serve as backup to the existing Class I deep injection well (IW-1). The scope of work for this project includes the design, permitting, bidding services, and services during construction of a second Class I industrial deep injection well on the utility site.
Issues/Analysis: On January 10, 2022 City Council approved LegiStar Item # 2022-031 (Approve Shortlisted Firms and Begin Negotiations for Request for Proposals (RFP) # 20210107 for Design & Permitting of Class I Deep Injection Well at Prineville Water Treatment Facility). Staff held negotiation meetings with McNabb Hydrogeologic and staff determined that their fees are fair and reasonable.
Financial Information: The funds are appropriated in Utility CIP Fund/DIW @ Prineville 2.5 million gallons per day (mgd) /Design Services (4483310-563004). This project is also part of the Utilities recent bond issued projects.
Special Consideration: N/A.
Location of Project: The location of the project is protected by Homeland Security Critical Infrastructure.
