Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Cintas Corporation.
3. Purpose: Provide rental uniforms to various City employees.
4. New/Renewal/Modified: New.
5. Duration: The initial term began November 1, 2018 through October 31, 2023 with an option for 2 additional 2-year terms ending on October 31, 2027.
6. Benefits to Port St. Lucie: Supply and launder rental uniforms for City employees.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditures are $200,000. Future expenditures will be as appropriated in each year’s budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in Omnia Partners Cooperative Contract #R-BB-19002 for Facilities Management Products & Services to include Uniform Rentals from Cintas Corporation.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Omnia Partners Cooperative Contract #R-BB-19002.
2. Move that the Council not approve participating in the Omnia Partners Cooperative Contract #R-BB-19002 and provide staff with direction.
Background: The City provides rental uniforms to City employees as needed. The uniforms are cleaned once a week and delivered to the various departments with employees that work in field operations. The current contract is expiring in September and implementation of a contract this size requires several months to complete.
Issues/Analysis: Procurement along with key staff members met with two of the firms that hold cooperative contracts, one of which is the existing supplier. Procurement as well as the key staff members find that the services offered by the Cintas Corporation will be the best option for the City. Staff has reviewed the Omnia Partners Cooperative Contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in various departmental budgets each fiscal year through 534000 account.
