2. Parties: City of Port St. Lucie, Tanner Industries, Inc., ADAPCO LLC, Allied Universal Corporation, Carus LLC, Carmeuse Lime & Stone, Matheson Tri-Gas, Inc., Odyssey Manufacturing Company, Polydyne, Inc., and American Water Chemicals, Inc.
3. Purpose: To provide Pebble Quicklime to the City’s water treatment process.
4. New/Renewal/Modified: New.
5. Duration: The initial term began on August 12, 2020 through August 12, 2021 with a renewal option of two 1-year terms ending on August 12, 2023.
6. Benefits to Port St. Lucie: Utilize the City of Ormond Beach’s contract to provide pebble quicklime services that have been competitively bid to offer the best value to the City.
7. Cost to Port St. Lucie (Annual and Potential): Cost per ton is $274.59 plus $51.98 trip charge for a total of $326.57 per ton. Estimated expenditures for Fiscal Year 2020/2021 is $250,000. Future expenditures will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the City of Ormond Beach Contract #2020-24 with Tanner Industries, Inc., ADAPCO LLC, Allied Universal Corporation, Carus LLC, Carmeuse Lime & Stone, Matheson Tri-Gas, Inc., Odyssey Manufacturing Company, Polydyne, Inc., and American Water Chemicals, Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of Ormond Beach Contract #2020-24.
2. Move that the Council not approve participating in the City of Ormond Beach Contract #2020-24 and provide staff with direction.
Background: Pebble Quicklime is essential to the City’s water treatment process. Many water treatment plants throughout the state can purchase the necessary chemicals separately and have the capability to mix their own lime slurry. The City does not have the capability of mixing its own slurry. It is necessary for continued operations to purchase the pebble quicklime pre-mixed. The City has previously purchased the pre-mixed pebble quicklime from Carmeuse Lime & Stone due to other competitors not able to supply the mixture at competitive prices.
On May 11, 2020, City Council approved to piggyback off of the City of Palm Coast’s contract with Carmeuse Lime & Stone. However, that contract has since expired.
Issues/Analysis: Staff has reviewed the City of Ormond Beach’s contract and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the 2020/2021 Budget for Water & Sewer Operating Fund / Chemical Inventory Account (#431-0000-141005-00000).
