Review the Selection Committee’s Recommendation for City Hall Mural

Executive Summary (General Business): The mural will be installed in November 2024.
Presentation Information: Designing Local, the city’s consultant, and/or staff will provide a presentation.
Staff Recommendation: Move that the Board recommend forwarding a recommendation of approval for the purchase and installation of the proposed mural by artist, Jeremy Jarvis of Jarvis Art Studio.
Alternate Recommendations:
1. Move that the Board amend the recommendation and recommend approval of another artist’s mural.
2. Move that the Board recommend denial of all artworks to the City Council.
Background: The city is seeking an artist to install an original mural at City Hall. The mural will replace the inaugural City Hall wall mural, which was originally installed in 2014. This highly visible structure measures 12’ 6” by 64’ 3”. The new mural at City Hall will act as an artistic expression of Port St. Lucie’s new rebranding to welcome families and the young-at-heart from all backgrounds who seek a down-to-earth Florida lifestyle.
Artists are required to consider factors such as maintenance and materials and meet specific design parameters for their proposals that are outlined below. See the RFP for the full set of ranking criteria.
Design Parameters for Proposals
Building on the Project Theme, as described above, the Selection Committee is seeking
inclusion of one or more of the following specific conceptual themes in the mural proposals, as
identified in the attached 2024 Citizen Engagement Report:
● Family
● Diversity
● Nature
● Outdoor recreation
● Heart iconography, to capture the phrase “Heart of the Treasure Coast”
● Contain text elements that pertain to any of the themes above
● Include plans for a living wall element within the mural
Proposals should ideally:
● Use colors that are similar to those in the brand guidelines
● Use font and typography styles that are similar to those in guidelines
On April 19th, the committee reviewed 16 RFQs and shortlisted three submissions. The top three artists were invited to submit formal proposals.
On August 6th, the Artist Selection Committee reconvened for presentations from Jarvis Art Studio, Key Detail, and Street Art Revolution. The proposals were ranked as follows:
1. Jarvis Art Studio
2. Street Art Revolution
3. Key Detail
The highest-ranked proposal, Jarvis Art Studio, was recommended to proceed to the Public Art Advisory Board (PAAB) with the following suggestions:
1. Revise the horizon line to reflect river scenery rather than condos.
2. Reduce the wave size to be more appropriate for a river setting.
3. Increase the size and visibility of the cranes.
4. Add a banyan/ficus tree to the scenery.
5. Incorporate more pinks, turquoise, and brighter colors.
On August 19th, the top three (3) proposals were presented to the PAAB and after discussion, the PAAB made a motion to not move forward with any of the proposals. It was determined, between PAAB, Consultant, and Staff, to provide a Conceptual Packet, which showcases characteristics of the City of Port St. Lucie.
To move forward and avoid further delay with the Project, the City through its Consultant, prepared a Conceptual Packet, which consists of various media and is intended to represent the context and characteristics of the City.
The Conceptual Packet was provided to the top three (3) finalists, giving each an opportunity to provide a revised proposal to the PAAB. The Artists understand that the Conceptual Packet is supplemental to the originally issued RFP, and that any new concept submitted shall respond to the same parameters of the originally issued RFP.
On October 11th, Artist Selection Committee reconvened for presentations from Jarvis Art Studio, Key Detail, and Street Art Revolution. The proposals were ranked as follows:

2. Street Art Revolution
3. Key Detail
The highest-ranked proposal by artist Jeremy Jarvis of Jarvis Art Studio, was recommended to proceed to the Public Art Advisory Board.
Issues/Analysis: N/A
Financial Information: $50,000 of art in public places funds.
Special Consideration: The wall will be repaired and prepped in accordance with the artist’s requirements to execute the artwork.
