3. Purpose: The City requires professional engineering & construction administration services for the previously designed Wilderness Trail Phase 1, 2 & 3 improvements.
4. New/Renewal/Modified: Modified.
5. Duration: An additional 270 calendar days are required for a new end date of 9/27/2023.
6. Benefits to Port St. Lucie: Trail development & construction is one of the City’s main Strategic Priorities. Trails are consistently one of the highest-ranking amenities within the City and is highlighted as a priority project for FY 2022/2023.
7. Cost to Port St. Lucie (Annual and Potential): An additional $375,929.80 is required for this work. The new contract amount is $546,854.80.

Background: Wilderness Trail is located at 2701 SE Westmoreland Blvd. This trail runs along Cambridge Drive and is located within the 85 acres of Wilderness Park. Walking and hiking trails ranked #1 in the PSLPRD 10-year Master Plan Needs Assessment and has been adopted as a key recommendation of the City’s adopted Strategic Plan.
Through the collaborative efforts of the High-Performance Public Spaces Team, consisting of Parks & Recreation staff and other City of Port St. Lucie department representatives, the Multi-Modal Plan and Sidewalk Master Plan priority projects were ranked and prioritized to determine the best fit for future trail projects. Of the trails assessed, Wilderness Trail ranked the highest and conceptual design began in February 2021. Public meetings were held in March 2021 and June 2021, surveys were conducted, and stakeholder meetings were held in May 2021 to solicit input for the design of the trail. CAPTEC Engineering, Inc., utilized the input provided to further develop the concept to present to City Council for this review.
The Wilderness Trail Conceptual Design was presented and approved by City Council on March 21, 2022.
Construction is currently pending commencement of the Recreation Trails Program (RTP) grant application submitted for this project in March 2021. Pre-agreement documentation was submitted by the City to the Florida Department of Environmental Protection (FDEP) and approved in August 2021. In February 2022, the City received notification that the project ranked #2 on the priority list for funding. The RTP Grant agreement was received for execution and returned to FDEP in August 2022. The fully executed agreement was received from FDEP in February 2023.
Issues/Analysis: CAPTEC’s proposal for the original concept design named this project as “Design Services for the Multi-Modal Plan/Trail - Phase I”. The planning initiative began as a City-wide Trails Master Plan. In 2020, it was discovered that rather than duplicate efforts, the most efficient way to move this initiative forward would be to utilize the already existing multimodal and sidewalk master plans and enhance projects that were prioritized as part of those plans to begin creating a trail network throughout the City. The design of the number #1 ranked project between the two plans was prioritized as Wilderness Trail within the Wilderness Park site and along Cambridge Drive. At the time of conceptual design and phasing recommendations, there was only enough funding for CAPTEC to complete construction administration for Phase I of the project. Since this project has been significantly delayed, due to RTP grant application submission, award, and additional environmental approvals required etc., the City has been able to successfully program additional funding for phases 2 and 3 as well. Staff has reviewed the proposal and finds it to be fair and reasonable.
Financial Information: Funds are appropriated in the General Fund for Parks & Recreation / Operating / Professional Services (#001-7210-531000-22PR008P).
Special Consideration: CAPTEC’s original contract scope included construction administration services for Phase I Wilderness Trail construction. Since the original concept approval, the funding and scope have increased to include construction administration for Phases 2 & 3 along with additional grant commencement task items.
