Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.

 

Executive Summary (General Business): The City of Port St. Lucie contracted with Tischler Bise to perform an impact fee study.  This agenda item will provide the data and draft impact fee schedule for City Council to provide input.

 

Presentation Information: Ben Griffin, Senior Fiscal / Economic Analyst with Tischler Bise will provide a brief presentation.

 

Staff Recommendation: Request that the Council  provide input on impact fees options presented and determine if the City Council would like to  request the Budget Advisory Committee review the impact fee study

 

Background: The City Council charged the Budget Advisory Committee (BAC) to review the City’s impact fees.  During that review by the BAC, City staff and BAC determined a need to update our impact fees per our adopted City Ordinance. Tischler Bise will be providing a presentation to City Council on the findings of the impact fee study.  City staff wanted to provide the City Council the first opportunity to review the draft impact fee study prior to reaching out to our stakeholders and community members.

 

Issues/Analysis: The Council may want to consider postponing implementing a new impact fee schedule until mobility fees are adopted and implemented; consider implementation FY 2022-23.  The impact fee study does not include an updated road impact fee schedule due to the fact that City Council has directed staff to proceed with a mobility fee study.

Special Consideration: The last impact fee study was performed in 2013.
