Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Michelle Fentress, Procurement Contracting Officer II, PMD.

2.                     Parties: City of Port St. Lucie, a Florida municipal corporation (“City”) and Carmeuse Lime & Stone, Inc., a foreign profit corporation authorized to do business in the State of Florida.

3.                     Purpose: To provide Pebble Quicklime to the City’s water treatment process.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term began on October 1, 2020 through September 30, 2021. The parties to the original contract have exercised the options for three (3) additional one-year renewals, bringing the current contract expiration date to September 30, 2024.

6.                     Benefits to Port St. Lucie: Utilize the New Smyrna Beach Utilities Commission ITB #25-20 to provide pebble quicklime that was competitively bid to offer the best value to the City.

7.                     Cost to Port St. Lucie (Annual and Potential): Cost per ton is $312.86 plus $157.67 trip charge for a total of $470.53 per ton.  Estimated expenditures for Fiscal Year 2023/2024 is $500,000.  Future expenditures will be as appropriated in each years’ budget.

Staff Recommendation: Move that the Council approve participating in the New Smyrna Beach Utilities Commission ITB #25-20, per Chapter 35.08(a)(9)(b) (exception for piggybacking) of the City’s code of ordinances.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the New Smyrna Beach Utilities Commission ITB #25-20.

2.                     Move that the Council not approve participating in the New Smyrna Beach Utilities Commission ITB #25-20 and provide staff with direction.

 

Background: Pebble Quicklime is essential to the City’s water treatment process.  Many water treatment plants throughout the state can purchase the necessary chemicals separately and have the capability to mix their own lime slurry. The City has previously purchased the pre-mixed pebble quicklime from Carmeuse Lime & Stone due to other competitors not being able to supply the mixture at competitive prices. It is necessary to continue to purchase this pebble quicklime for continued operations for the City’s lime softening water treatment facility. 

 

Issues/Analysis: Staff has reviewed the New Smyrna Beach Utilities Commission ITB #25-20 and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the 2023/2024 budget for Water & Sewer Operating Fund / Chemical Inventory Account (#431-0000-141005-00000).

 

Special Consideration: N/A.
