Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Shelby Dolan, Procurement Management Division.

2.                     Parties: City of Port St. Lucie and Acro Services Corporation. 

3.                     Purpose: To provide temporary staffing services for various departments.

4.                     New/Renewal/Modified: New.

5.                     Duration: The initial term of this contract period was January 1, 2017 through December 31, 2019 with the option to renew for six additional one-year periods. The first option to renew was exercised for the period of January 1, 2020 through December 31, 2021. 

6.                     Benefits to Port St. Lucie: Various departments will be able to utilize this contract for temporary staffing services as needed.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $250,000. Future expenditures will be appropriated each budget year.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04 (c), good cause shown, and approve participating in the OMNIA Partners Cooperative Contract #16111 for Staffing Services and Related Services and Solutions with Arco Services Corporation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the OMNIA Partners Cooperative Contract #16111.

2.                     Move that the Council not approve participating in the OMNIA Partners Cooperative Contract #16111 and provide staff with direction.

 

Background: The City of Port St. Lucie uses temporary employees in unity with City employees in order to support numerous City functions. The City has used temporary staffing in the past for Saints Golf Maintenance workers and temporary workers are used in various other departments throughout the City. The City of Port St. Lucie continues to grow and as the City grows so does the City’s demands for quality services at all levels. Temporary agencies can assist the City will filling vacancies as well as assisting City employees with heavy workloads. Temporary agencies can be a useful resource for a municipality to have.

 

Issues/Analysis: Staff has reviewed the contract rates and finds them reasonable, acceptable and it meets all the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds will be appropriated in various department budgets.
