3.                     Purpose: To add automated license plate reader equipment, interview room technology, and Axon Fleet 3 installation services for the Police Department.

5.                     Duration: The term associated with Amendment #10 varies by component, with the Axon Fleet 3 installation services provided for twelve (12) months and the interview room technology provided for thirty-four (34) months. The term associated with Amendment #11 for the automated license plate reader equipment is sixty (60) months, all in accordance with the respective Axon quotes.

6.                     Benefits to Port St. Lucie: These amendments enhance public safety operations by expanding automated license plate reader capabilities to improve vehicle detection and investigative support, strengthening interview room technology to ensure secure and reliable audio and video evidence capture, and supporting Axon Fleet 3 installation to improve in-vehicle camera functionality, data integration, and officer accountability. Together, these enhancements integrate with the City’s existing Axon platform to provide consistent, reliable, and scalable public safety technology across the Police Department.

7.                     Cost to Port St. Lucie (Annual and Potential): The total cost associated with Amendment #10 is $55,804.90, which includes $29,479.90 for the interview room and $26,325.00 for Axon Fleet 3 installation services. The total cost associated with Amendment #11 for automated license plate reader equipment is $395,871.00. The combined cost of both amendments is $451,675.90.

Staff Recommendation: Move that the Council approve Amendments #10 and #11 to Contract #20220014 for the Purchase of Axon's Automated License Plate Readers, Interview Room Technology, and Axon Fleet 3 Installation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve Amendments #10 and #11 to Contract #20220014.

2.                     Move that the Council not approve Amendments #10 and #11 to Contract #20220014 and provide staff with direction.

 

Background: The Police Department currently utilizes Axon systems to support evidence collection, vehicle operations, and investigative functions. As operational needs expand, additional technology is required to maintain system consistency, improve efficiency, and support effective law enforcement activities. 

 

Amendments #10 and #11 include the addition of automated license plate reader (ALPR) equipment to expand vehicle detection and investigative capabilities, interview room technology to support secure and compliant audio and video recording of interviews, and Axon Fleet 3 installation services to support in-vehicle camera functionality and data integration. Each component aligns with the City’s existing Axon platform and supports continued modernization of Police Department operations. 

 

Approval of Amendments #10 and #11 will allow the Police Department to expand these capabilities in a coordinated manner while maintaining compatibility, data integrity, and continuity across its public safety technology systems.

 

Issues/Analysis: Staff has reviewed the proposed purchases under Amendments #10 and #11 and finds that the additions are compatible with the City’s existing Axon systems and meet the operational needs of the Police Department. Utilizing the current Axon contract ensures system continuity, data integrity, and streamlined support while avoiding integration risks associated with multiple vendors. Staff finds this approach to be in the City’s best interest and consistent with procurement requirements.
