Executive Summary (General Business): This presentation will provide the City Council with the Village Green Corridor Revitalization Project Master Plan including data collected, public involvement feedback, stakeholder engagement and unique designs developed the three (3) segments of this corridor.

 

Presentation Information: Staff from MARLIN Engineering will provide a brief presentation.

 

Staff Recommendation: Move that the Board approve the Village Green Drive Corridor Revitalization - Master Plan, as presented.

 

Alternate Recommendations:

1.                     Move that the Board amend the recommendation and approve the Village Green Drive Corridor Revitalization - Master Plan.

2.                     Move that the Board provide staff with additional direction regarding the Village Green Drive Corridor Revitalization - Master Plan.

 

Background: In June 2020, the City of Port St. Lucie engaged MARLIN Engineering to provide professional services related to developing a conceptual Master Plan for the Village Green Drive Corridor in coordination with the public, stakeholders along the corridor, City staff and elected officials (REF: Contract #20200048). The Master Plan concept is intended to be the inspiration for the development of complete streets alternatives in the form of typical sections for the corridor that have the potential to stimulate economic development, connect the community and generate pedestrian and bicycle activity thereby activating the location as an exciting destination. 

 

MARLIN conducted a feasibility study to identify and assess existing transportation and infrastructure conditions along Village Green Drive and made recommendations for multimodal transportation improvements, public art, and landscape treatments. This includes bicycle, pedestrian, vehicle and transit facilities, trail connections, active art, signature landscape and concepts for street furniture.

 

A business canvassing day was held in September 2020, walking audit in October 2020 and several stakeholder sessions were held December 2020. A public meeting was held in January 2021 and the project was also featured as part of the City’s Annual Citizen Summit, held in March 2021, exposing the project to hundreds of interested parties. The project featured several online surveys and polling opportunities during this time.

 

MARLIN prepared a conceptual Master Plan for the Village Green Drive corridor and investigated the impacts of multiple concepts on pedestrian and bicycle safety, right-of-way impacts, utilities and neighboring communities. Typical sections for the three sections and cost estimates are provided with a corridor rendering and plan sheet of the preferred alternative(s).
