3.                     Purpose: To obtain grant funds for the construction of Tom Mackie Boulevard (Phase 4)

5.                     Duration: Project to be complete on or before December 31, 2026

6.                     Benefits to Port St. Lucie: The expansion of Tom Mackie Boulevard will provide access to 130 +/- acres in the Southern Grove Jobs Corridor, which can accommodate 800,000 square feet of development and generate approximately 500 additional jobs on the lands adjacent to the roadway.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated to be $4,380,999.00

 

Presentation Information: Staff will be available to answer any questions.

 

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager or his designee to enter into and execute a State-Funded Grant Agreement with the Florida Department of Transportation.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the agreement.

2.                     Move that the Council not approve the Resolution and provide staff direction.

 

Background: The City of Port St. Lucie requested a $3,000,000 appropriation towards the construction of the fourth phase of Tom Mackie Boulevard, which is located in the Tradition Center for Commerce in the City's Southern Grove Jobs Corridor. This phase consists of 3,150 linear feet of infrastructure improvements including road, water, sewer, and electric utility improvements. 

 

Issues/Analysis: The Resolution authorizes the City Manager, or his designee, to enter into the State-Funded Grant Agreement with FDOT, together with City Staff taking necessary actions to implement the terms and conditions of the agreement.

                     

Financial Information: The estimated cost of the project is $7,380,999.00.  The total State-Funded Grant Agreement is in the amount of $3,000,000.

Location of Project: Southern Grove between Tom Mackie Blvd (Phase 3) and the future Marshall Parkway.
