2. Parties: City of Port St. Lucie and Kimley-Horn & Associates, Inc.
3. Purpose: To onboard a highly qualified Consulting Engineer to assist the city in choosing a highly qualified Construction Manager at Risk (CMAR) contractor and, together with that contractor, design a 24-inch Force Main to divert flow from the Southport Wastewater Booster Pump Station (WWBPS) to the Glades Wastewater Booster Station (WWBPS).

5. Duration: The Contract period shall be for 18 months with a start date of April 12, 2022 and will terminate October 12, 2023.
6. Benefits to Port St. Lucie: To improve the Water and Sewer Infrastructure System.
7. Cost to Port St. Lucie (Annual and Potential): The Consultant shall be paid on a lump sum per task for a Contract Total of $1,649,560.

Alternate Recommendations:
1. Move that the Council not award Contract # 20210081.
Background: This project will provide for a new 24-inch Force Main to divert up to 4.00 million gallons per day from the Southport WWPBS to the Glades WWBPS. This flow will bypass the Westport Wastewater Treatment Facility (WWTF) and be transferred to the Glades WWTF. The Westport WWTF will be limited to 6.00 MGD and will not require additional capacity but will require nutrient removal soon. The force main will divert flows to the Glades WWTF when upset conditions prevent the utilization of the onsite deep injection well for disposal.
Issues/Analysis: On January 10, 2022 City Council approved Legistar Item # 2022-003 (Approve Shortlisted Firms and Begin Negotiations for Request for Proposals (RFP) # 20210081 for Design of the Southport 24" Force Main to Glades Booster Pump Station). Staff held negotiation meetings with Kimley-Horn & Associates, Inc. and staff determined that their fees are fair and reasonable.
Financial Information: The funds are appropriated in Utility CIP Fund/Westport Wastewater Force Main Upgrade/Design Services (4483512-563004-Y1728).

Location of Project: The proposed 24-inch Force Main will connect a 24-inch FM at the intersection of Darwin Blvd and Port St. Lucie Blvd, will be routed along a canal and proceed to Rosser Blvd. It will then be routed through residential areas until it connects to the 24” FM constructed by others in Phase 1 at Community Blvd.
