2. Parties: City of Port St. Lucie and Classic Cuts & Fish Pond Design Inc.
3. Purpose: To perform necessary preventative maintenance of all bridges and water control structures throughout the City.
4. New/Renewal/Modified: New.
5. Duration: The initial term is for two (2) years with the option to renew for three (3) additional 2-year periods.
6. Benefits to Port St. Lucie: To provide attractive, well-maintained bridges and water control structures by lubricating structure gates, mowing and removing litter.
7. Cost to Port St. Lucie (Annual and Potential): The estimated expenditures for FY 2021/2022 is $34,974. The proposed total amount for the life of the contract is $209,844. Future years expenditures will be as approved in each department’s budget.

Staff Recommendation: Move that the Council award Contract #20210102 and enter into a fixed price contract for Preventative Maintenance of All Bridges and Water Control Structures with Classic Cuts & Fish Pond Design Inc.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210102.
2. Move that the Council not approve Contract #20210102 and provide staff with direction.
Background: The Public Works Department is responsible for the landscape maintenance around the City’s Bridges and Water Control Structures. Currently, the City maintains the landscape of approximately twenty-five (25) bridges and one hundred fifty-two (152) Water Control Structures six (6) times per year through a contract with an outside vendor.
An E-Bid was issued on December 6, 2021 to 859 potential suppliers. There were 21 plan holders for this bid with 1 proposal being received on December 29, 2021.
Issues/Analysis: Staff has reviewed the proposal and finds that Classic Cuts & Fish Pond Design, Inc. meets the needs of the City. Classic Cuts & Fish Pond Design, Inc. is a local vendor and has performed multiple successful projects for the City.
Financial Information: Funds are appropriated in the FY 21-22 budget at 50% from Stormwater / Greenbelt & Waterway Maintenance / Other Contractual Services (#401-4127-534000-00000) & 50% from Road & Bridge / Greenbelt & Waterway Maintenance / Other Contractual Services (#104-4127-534000-00000).
