Executive Summary (General Business): This is a city-initiated application to rezone 29.90 acres of city owned land from the zoning designation of St. Lucie County Agricultural-5 (SLC AG-5, one dwelling unit per five acres) and the zoning designation of City of Port St. Lucie MPUD (Master Planned Unit Development) to the City of Port St. Lucie General Use Zoning District (GU).  The subject property is a portion of Southern Grove Plat No. 13, Parcel 25B.  Southern Grove Plat No. 13, Parcel 25B is a 47.52 acre, more or less, city owned parcel that is located at the southwest corner of the intersection of E/W 2 and SW Village Parkway and within the Southern Grove DRI.  The parcel was deeded to the City of Port St. Lucie by the Tradition Land Company in 2018.  The subject property is designated as a future school site (K through 8) and future park site (proposed Stars and Stripes Park) on Map H, the master development plan for the Southern Grove DRI (Res. 21-R136).  The future land use is NCD (New Community Development) District.

Staff Recommendation: Move that the Council adopt the ordinance rezoning the property as recommended by the Planning and Zoning Board.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the ordinance.

2.                     Move that the Council not adopt the ordinance and provide staff direction. 

 

Background: The Planning and Zoning Board recommended approval of the proposed rezoning at the August 2, 2022 Planning and Zoning Board meeting. 

 

Issues/Analysis: There are three separate zoning designations on the subject property as a result of previous applications.  Approximately 27.49 acres is zoned St. Lucie County Agriculture, 2.4 acres is zoned MPUD, and 17.63 is zoned General Use.  This application will rezone the portions of the property that are zoned agriculture and MPUD so that the entire parcel is zoned General Use.  The General Use zoning category will allow the parcel to be developed as a school and park site.   

Financial Information: N/A

 

Special Consideration: The City of Port St. Lucie initiated the rezoning application.  Mattamy Palm Beach, LLC, has submitted an application to subdivide the subject property to create a 20- acre school site, a 27 acre park site for the Stars and Stripes Park, and a .377 acre parcel to accommodate Tradition Trail (P22-224).  Mattamy has also submitted an application for site plan approval for the proposed Stars and Stripes Park (P22-195).

 

Location of Project: The subject property is located on the west side SW Village Parkway, immediately south of the E/W 2 road right-of-way and north of Marshall Parkway.
