Executive Summary (General Business): The Finance Department is recommending an amendment to the City’s Code of Ordinances regarding unlicensed contractors.  The proposed amendment pertains to the application duration of contractor licensing liens, with the intention of incorporating a 20-year time frame to enable vacating.

Staff Recommendation: Move that the Council adopt Ordinance 24-08.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt Ordinance 24-08.

2.                     Move that the Council provide staff direction.

 

Background: This amendment will allow Lien Services to align with the existing regulations for building and code liens outlined in Chapter 37, Article II, Section 37.08(b).   This is also in accordance with the statute of limitations established by Florida Statute Title VI, Chapter 55, Section 081.  This change will allow Lien Services to vacate contractor licensing liens if they remain uncollected beyond a 20-year period.
