Executive Summary (General Business): The St. Lucie County Regional Resilience Plan (RRP) and Resilience Vulnerability Assessment - Other Hazards (RVA-OH) were provided to the Port St. Lucie City Council at the December 8, 2025 Regular Public Meeting, to allow for review and input prior to finalization. In addition, the Draft RRP and RVA-OH were presented to the St. Lucie County, City of Fort Pierce and Town of St. Lucie Village Boards in December 2025.

Staff Recommendation: Move that the Council accept the Final St. Lucie County Regional Resilience Plan report (RRP) and Resilience Vulnerability Assessment-Other Hazards (RVA-OH).
Alternate Recommendations:
1. Move that the Council amend the recommendation and accept the Final St. Lucie County Regional Resilience Plan report (RRP) and Resilience Vulnerability Assessment-Other Hazards (RVA-OH).
2. Move that the Council not accept the Final St. Lucie County Regional Resilience Plan report (RRP) and Resilience Vulnerability Assessment-Other Hazards (RVA-OH) and provide staff direction.
Background: In 2022, St. Lucie County was awarded a CDBG-Mitigation grant in the amount of $600,000 and entered into an agreement with the Florida Department of Commerce to develop a community-wide St. Lucie County Regional Resilience Plan. The initiative included conducting an in-depth Resilience Vulnerability Assessment (RVA) looking at various hazards to identify local risks and inform potential mitigation and adaptation strategy recommendations as part of the RRP. The planning process included extensive community engagement and regular meetings of the St. Lucie Resilience Steering Committee, which played a vital role in shaping the RRP and RVA. The Steering Committee represented various St. Lucie County, Port St. Lucie, Fort Pierce and St. Lucie Village departments, as well as other local and regional agencies. The Regional Resilience Plan represents the first step in developing a comprehensive and collaborative approach to adapt to and mitigate the effects of extreme and disruptive natural events and is another tool that can be used in planning for a sustainable and resilient community.
