Strategic Plan Link: The City's Goal of high-quality infrastructure and facilities.
Summary Brief (Agreements/Contracts only)
1. Prepared by: Kevin Eggleston, Procurement Contracting Officer I, PMD.
2. Parties: City of Port St. Lucie and LEB Demolition & Consulting Contractors, Inc.
3. Purpose: To authorize additional funding under the piggyback of the City of Fort Pierce agreement (RFP No. 2019-009) with LEB. Demolition & Consulting Contractors, Inc., memorialize the contract extension date to align with the lead agency, ratify expenditures beyond the original Council approval, and expand authorization so demolition and abatement services may be used for City-owned properties beyond the initial sites approved in 2023.
4. New/Renewal/Modified: Modified.
5. Duration: The initial contract term was from October 15, 2022, through October 14, 2023, with a one (1) year renewal option. The lead agency’s contract has since been extended through December 31, 2025.
6. Benefits to Port St. Lucie: The demolition of the identified properties on Greenway Terrace is essential to support and advance the Utility Systems Department (USD) Master Plan. Removal of these vacant structures will allow for improved land use.
7. Cost to Port St. Lucie (Annual and Potential): The initial Council-approved expenditure was $317,579.00. Since that approval, the City has expended an additional $260,518.00, bringing the total spent to $578,097.00. Staff anticipates additional expenditures of $410,000.00, resulting in a new cumulative expenditure amount of $988,097.00.
Presentation Information: N/A.
Staff Recommendation: Move that the Council approve Amendment #1 to Contract #20230069 with LEB Demolition & Consulting Contractors, Inc., ratify $260,518.00 in expenditures beyond the originally approved expenditure amount, and authorize an additional estimated $410,000.00 in funding, for a new cumulative expenditure amount of $988,097.00.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Amendment #1 to Contract #20230069 with LEB Demolition & Consulting Contractors, Inc., ratify $260,518.00 in expenditures beyond the originally approved expenditure amount, and authorize an additional estimated $410,000.00 in funding, for a new cumulative expenditure amount of $988,097.00.
2. Move that the Council not approve Amendment #1 to Contract #20230069, not ratify $260,518.00 in expenditures beyond the originally approved expenditure amount, not authorize an additional estimated $410,000.00 in funding, and provide staff with direction.
Background: The Utility Systems Department owns three vacant houses on Greenway Terrace that staff evaluated and determined were not cost-effective to rehabilitate. The decision was made to move forward with demolition and install sod to stabilize the sites. This project will fall under extension and expenditure under Amendment #1.
Past renewals and extensions of this Contract were processed through the lead agency’s renewal letters. While the start date of the current amendment is prior to execution, Amendment #1 memorializes that date to align with the lead agency’s term and ensure continuous contract coverage.
When first brought to Council in 2023, approval was limited to the Bealls Outlet buildings and the vacant warehouse at the Port St. Lucie City Center. At this time, staff is requesting that Council expand its approval so demolition and abatement services under the Contract may be used for additional City-owned properties as needed, beyond the original locations. This request also provides the additional funds needed for the Greenway Terrace demolitions and future Citywide projects.
Issues/Analysis: The proposed increase in expenditures under the piggyback of the City of Fort Pierce contract with LEB Demolition & Consulting Contractors, Inc. provides cost-effective, timely, and compliant demolition services.
Financial Information: Funds will be appropriated from the following accounts: (431-1340-534000), (001-1900-531000).
Special Consideration: N/A.
Location of Project: Various locations on Greenway Terrace and throughout City-owned properties.
