Staff Recommendation: Move that the Council approve Change Order 003.

2.                     Move that the Council not approve and provide staff direction.

 

Background: The City has entered into a partnership with St. Lucie County Public Safety, the St. Lucie County Sheriff’s Office, the Fort Pierce Police Department, and the St. Lucie County Fire District and entered into a contract with Motorola to provide a CAD/RMS (computer aided dispatch and records management system). During the implementation of the Motorola Solutions software, it was discovered that the two areas of the software did not provide the necessary function to continue to provide the level of service previously experienced with the old solution. 

 

Issues/Analysis: The evidence management module and the traffic crash reporting module of the Motorola Solutions Software lacks the functionality needed by all three law enforcement agencies to maintain the current level of service. Namely, the evidence could not be automatically assigned and successfully tracked and the traffic crash software lacked the ability to diagram traffic crashes. Third party solutions for these tasks were identified and agreed on by all the participating parties.

                     

Financial Information: Through negotiations, Motorola Solutions has agreed to pay for setup, configuration, and subscription price of third-party add-on software and the three law enforcement agencies would pay for the subscription/license fees for years 2-4 of the contract. The additional cost to the City of Port St. Lucie is $56, 317.03 each year for years 2-4 of the contract.
