5.                     Duration: The Contractor completed construction by February 1, 2023 (a duration of 471 days).

6.                     Benefits to Port St. Lucie: Loren Jock Trucking, Inc. constructed a 286-acre water quality restoration reservoir at the McCarty Ranch known as “Area 4” which enhances the water quality in the St. Lucie River, recharges the local water table and retains storm water generated on the property.

7.                     Cost to Port St. Lucie (Annual and Potential): The estimated expenditure was $2,520,843.72. Amendment #1 requests and additional $258,098.42 for a total project cost of $2,778,942.14.

Background: On October 13, 2021, the City of Port St. Lucie entered into Contract #20210060 with Loren Jock Trucking, Inc. (“Loren”) for the construction of the Project, also known as Area 4 (“Contract”). The City issued a notice to proceed on October 18, 2021 providing 210 days to complete the work. The City purchased the 1,944 acre McCarty Ranch Extension for water storage for the future McCarty Ranch Extension surface water treatment facility. An existing 40-foot deep 100-acre reservoir exists on the site and the construction of 6 shallow reservoirs are planned for the build-out of water quality restoration project.  Areas 1, 2 & 3 were completed and are in operation. Area 4 is a 286-acre reservoir to hold water pumped out of the C-23 canal. Area 4 also captures rainwater. It is estimated to hold back 1.0 billion gallons of fresh water discharged by the C-23 canal annually. Overall, the build-out of all 7 areas will hold back 8.884 billion gallons, or 21% of the C-23 canal flow from entering the North Fork of the St. Lucie River and ultimately the sensitive Indian River Lagoon, reducing the phosphorous levels by 7,703 pounds and nitrogen levels by 56,959 pounds annually.

 

Amendment #1 is the final true-up for the project to account for all overruns and underruns to pay for actual quantities installed. The additional work requested resulted from unexpected additions and modifications due to previously unknown field conditions as well as long lead times of large diameter piping and fittings. These are a few of the modifications that were needed; pipe supports were needed in areas where heavy fittings would compromise the integrity of the newly installed pipe; additional flatback gates were necessary to accommodate larger control boxes; additional lengths of pipe along with the appropriate fittings to stub out connections to subsequent projects.

 

Issues/Analysis: The project experienced delays with respect to changes in scope, and material shortages. The City engaged in discussions with Loren regarding the delays in completion of the project. Ultimately, the City and Loren agreed to the terms of the proposed Amendment #1 to complete and closeout the project.

                     

Financial Information: Funds are appropriated in the Utility CIP Fund / McCarty Ranch / Improvements O/T Building / Water Quality Restoration (#448-3314-563000-Y1732).

 

Special Consideration: This project was partially funded by the State of Florida Department of Environmental Protection (“FDEP”) Grant Agreement NF080, as amended.
