Summary Brief (Agreements/Contracts only)
1. Prepared by: Shelby Dolan, Procurement Management Division (PMD).
2. Parties: City of Port St. Lucie and multiple vendors, including: (1) GH Armor Systems Inc.; and (2) Angel Armor LLC and authorized dealers thereunder.
3. Purpose: Provide the City of Port St. Lucie Police Department (“PSLPD”) police officers with protective gear, including, but not limited to, bullet proof vests, on an as needed basis.
4. New/Renewal/Modified: New.
5. Duration: The City’s Contract term will begin upon execution and will expire on April 30, 2027 (Angel Armor LLC) and May 7, 2027 (GH Armor Systems Inc.), respectively. The State of Florida contract also allows for up to three (3) years of renewals.
6. Benefits to Port St. Lucie: Protect PSLPD officers.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $300,000.00. Future expenditures will be approved in each adopted budget on an annual basis.

Staff Recommendation: Move that the Council approve, per City Code of Ordinances, Section 35.08(a)(9)(a) (cooperative exception from formal bidding), utilization of State of Florida Contract #46151500-NASPO-25-ACS for Body Armor & Ballistic Resistant Products as needed.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve utilization of the State of Florida Contract #46151500-NASPO-25-ACS.
2. Move that the Council not approve utilization of State of Florida Contract #46151500-NASPO-25-ACS and provide staff with direction.
Background: The City has been purchasing products from GL Distributors, Inc., which is an authorized dealer for GH Armor Systems, Inc. PSLPD will need to continue to purchase these products for newly hired officers as well as replacement products for existing officers as they reach the end of their useful life.
Issues/Analysis: Staff has reviewed the State of Florida contract and finds that it meets the needs of the City and the requirements of the City’s procurement ordinance.
Financial Information: Funds are appropriated in the various Police Divisions.
