Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and M & M Asphalt Maintenance, Inc. dba All County Paving.

3.                     Purpose: To construct the St Lucie West Blvd. & Peacock Blvd Intersection improvements.

4.                     New/Renewal/Modified: New.

5.                     Duration: Two Hundred and Seventy (270) calendar days.

6.                     Benefits to Port St. Lucie: The St. Lucie West Blvd. & Peacock Blvd. Intersection Improvements Project will ease peak-time congestion, provide drainage improvements, and improve the safety of motorists and pedestrians traveling through the area. Design for this project will accommodate future widening of St. Lucie West Blvd.

7.                     Cost to Port St. Lucie (Annual and Potential): A one-time expense in the amount of $3,687,118.00.

Staff Recommendation: Move that the Council award Contract #20240106 and enter into a unit price contract with M & M Asphalt Maintenance, Inc. dba All County Paving, for Construction Services at St Lucie West Blvd Intersection Improvement Project.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: To complement FDOT's interchange project and new bridge on St. Lucie West Blvd. over I-95, this project was identified to improve the capacity of the St. Lucie West Blvd./Peacock Blvd. intersection. In the City of Port St. Lucie 2045 Mobility Plan dated July 2023, the intersection was also identified as a “Mobility Intersection,” needing future road capacity improvements such as expanded turn lanes. This project will include a combination of signal improvements, widening, and turn lane extensions to address the capacity needs at the intersection. The project will also include drainage improvements, a multi-modal path along Peacock Blvd., and transit enhancements. In order to make the most efficient use of funds, the City of Port St. Lucie and St. Lucie County entered into an Interlocal Agreement on May 2, 2023, to complete this project. A consultant was retained to design the above-mentioned improvements at the intersection. The project is now ready for construction. An E-Bid was issued on July 12, 2024, to 1,946 potential suppliers. There were 53 plan holders with 2 proposals being received on September 3, 2024. Of the 2 proposals received, all were deemed responsive.

 

Issues/Analysis: Staff has reviewed the proposals and finds that M & M Asphalt Maintenance, Inc. DBA All County Paving provides the lowest responsible bid.

                     

Financial Information: Roads & Bridges CIP Fund/Traffic Control and Improvement/Roadways (304-4121-568810-00000).
