Executive Summary (General Business): Pursuant to City Council’s request, the Public Works Department is presenting three (3) long-term improvement options for the subject intersection. As requested, these options consider Council input and resident input from the public information meeting held in January 2022. Staff is requesting Council direction regarding the preferred alternative to be moved forward.

 

Presentation Information: A 20-minute presentation will be made by the City’s consultant on the proposed long term improvement options. Staff will be available for discussion and to answer any questions.

 

Staff Recommendation: Move that the Council approve staff’s recommended improvement option.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve one of the other improvement options presented.

2.                     Move that the Council not approve the recommendation and provide direction.

 

Background: A mini roundabout was constructed at the intersection of SW Tulip Boulevard and SW College Park Road as part of the PSL/Gatlin Boulevard safety improvement project in collaboration with FDOT. Residents are concerned that the East/West traffic queues on SW Tulip Boulevard from the signal at Port St. Lucie Boulevard to a point east of the roundabout at College Park Road is blocking northbound and southbound traffic on SW College Park Road. They also state the signs and markings indicating “Do Not Block” the intersection has been ineffective, and the existing concrete island is unsightly without landscaping.

As directed by City Council at the special meeting held on September 20, 2021, Public Works staff has evaluated additional long-term solutions to improve the intersection of SW Tulip Boulevard and SW College Park Road. An engineering consultant was retained to further evaluate the long-term solutions and conduct a public information meeting.  The engineering consultant will provide an update of the options evaluated, summarize the input from residents, and identify preferred alternative

 

Issues/Analysis: Resident concerns have indicated East/West traffic queues from the PSL/Gatlin Boulevard signal block the northbound and southbound traffic on SW College Park Road at the roundabout. The current signs and pavement markings indicating “Do Not Block” the intersection have been ineffective, drivers are not conforming to the message, the existing stamped concrete median island is not landscaped like other roundabouts and considered unsightly.

                     

Financial Information: $1,000,000 is budgeted in Road & Bridge CIP for design and construction in FY 22/23. The engineer probable cost estimate for recommended alternative can be constructed within the programmed budget.
