Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve the annual expenditure for Contract #9531218 for the Crime Laboratory Services at Indian River State College.

Background: The Regional Crime Laboratory at Indian River State College provides laboratory services and evidence analysis for twelve (12) law enforcement agencies in the four (4) county areas (Martin, St. Lucie, Indian River and Okeechobee). The annual cost is based on the usage of the collective twelve (12) agencies.
Issues/Analysis: The laboratory services and evidence analysis provided to the City of Port St. Lucie by the Regional Crime Laboratory at Indian River State College are essential to the City of Port St. Lucie Police Department.
Financial Information: Funds are appropriated in the FY 2021-2022 budget for the General Fund / Police Department Community Services / Professional Services account (#001-2105-531000-00000).
