Executive Summary (General Business): Staff requests approval of a resolution allowing the execution of a grant agreement with the FDEP providing financial assistance to complete the City of Port St. Lucie’s A-14 Control Structure Replacement. The FDEP has agreed to reimburse the City for a portion of the project costs not to exceed $525,000. The City has tentatively planned an anticipated total cost of $795,000. The City’s contribution towards the total will be taken from the Stormwater Utility Fund.

 

Presentation Information: N/A.

 

Staff Recommendation: Move that the Council approve the Resolution authorizing the City Manager or his designee to enter and execute Grant Agreement NS111 and return it to the Public Works Department for final processing with FDEP.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and provide staff direction.

2.                     Move that the Council not approve the resolution and provide staff additional direction.

 

Background: The A-14 Drainage Control Structure is an aging structure that is near the end of its service life and in need of replacement due to deterioration.  The original structure that was constructed in the 1980’s also did not provide significant water quality benefits to the basin based on its original design configuration.  The A-14 Drainage Control Structure Replacement Project has been designed and permitted to provide a new structure that will provide additional water quality treatment within the basin while maintaining a similar level of service for flood protection.  The project will also include the replacement of two adjacent downstream culverts that discharge from the swale on the east side of SW Darwin Boulevard southward into the E-84 canal.

 

Issues/Analysis: Construction is expected to be completed around the end of FY 24/25.

                     

Financial Information: This project is listed in the recommended budget for FY 24/25.

Location of Project: The A-14 Control Structure located adjacent to SW Darwin Boulevard at the E-84 Canal.
