3. Purpose: To expand the City’s water quality restoration facilities and act as a future source of raw water for a Surface Water Treatment Plant.

5. Duration: 270 calendar days from the Notice to Proceed.
6. Benefits to Port St. Lucie: Enhanced water quality in the St. Lucie River, recharge the local water table, retain stormwater generated on the property and excess water pumped from the adjacent C-23 Canal.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $719,800.00.

Staff Recommendation: Move that the Council award Contract #20240091 for the Professional Design Services for McCarty Ranch Water Quality Restoration for Area 7A with CAPTEC Engineering, Inc.

1. Move that the Council reject the recommended award and provide staff with direction.
2. Move that the Council reject all proposals and provide staff with direction to reissue the solicitation or cancel the Request for Proposals.
Background: McCarty Ranch was acquired by the City to facilitate a planned surface water treatment facility. This project is to design a 230-acre reservoir at the site. This is an addition to the 5 shallow reservoirs at the McCarty Ranch Extension, which will secure a source of nutrient removal for the St. Lucie River as well as provide a future stable source of raw water. As of October 2024, Areas 1, 2, 3, 4 and 5 are complete and operational.
A Request for Proposals (RFP) was issued on June 13, 2024, in accordance with Section 287.055, Florida Statutes, identified as the Consultants’ Competitive Negotiation Act (CCNA). The RFP was issued to 1,220 potential consultants. There were 3 proposals received on July 16, 2024. PMD held the first evaluation committee meeting on August 16, 2024, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted to move all firms to the short list. The firms were invited to a second evaluation meeting held on September 17, 2024, to make presentations and to answer more detailed questions regarding the project. Prior to the meeting one of the firms withdrew. The Evaluation Committee listened to the presentations, reviewed their scores and adjusted accordingly. The final scores were announced as follows:
#1 Ranked Firm: CAPTEC Engineering, Inc. - 885.00.
#2 Ranked Firm: South Florida Engineering & Consulting, LLC - 883.33.
PMD began negotiations with the top-ranked firm, CAPTEC Engineering, Inc. After negotiations, an agreement was made to accept the proposal of $719,800.00.
Issues/Analysis: Staff has reviewed the final proposal and finds that the fees are fair and reasonable for the amount of work needed to complete this project.
Financial Information: Funds are appropriated in the Utility CIP Fund / McCarty Ranch / Design Services (#448-3314-563004-23USD007P).
