3. Purpose: For the re-construction of Port St. Lucie Boulevard Segment 1, from south of Becker Road to south of Paar Drive from a 2-lane undivided roadway to a 4-lane divided roadway with associated drainage, sidewalk, landscaping, irrigation, street lighting, traffic signal, signage and bridge replacement.

6. Benefits to Port St. Lucie: Widening of Port St. Lucie Boulevard is a priority project listed on the City Council Strategic Plan. The Highway Maintenance Memorandum of Agreement enables FDOT to utilize funding allocated by the St. Lucie Transportation Planning Organization (TPO) to manage the construction of the roadway widening project.

Staff Recommendation: Move that the Council approve the resolution to authorize the City Manager, or his designee to execute the agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: The St. Lucie Transportation Planning Organization (TPO) has designated Federal Funding from the Federal Highway Adminstration for the design, permitting, acquisition of property rights, and construction of public improvements on Port St. Lucie Boulevard from Becker Road to Darwin Boulevard. Roadway construction from Alcantarra Boulevard to Darwin Boulevard was recently completed and construction from south of Paar Drive to Alcantarra Boulevard is currently under construction. This segment of Port St. Lucie Boulevard from south of Becker Road to south of Paar Drive is the final segment of roadway to be widened. In accordance with Florida State Statutes and Federal funding provisions, FDOT is authorized to manage the Federally funded project on behalf of the City. The project improvements include widening the road from two (2) to four (4) lanes including sidewalks, lighting, drainage, traffic signals, landscaping, irrigation, and bridge replacement. The roadway design will be completed by December 2026 and construction is currently programmed in FDOT’s 5-year work program for 2027.
Issues/Analysis: A fully executed Highway Maintenance Memorandum of Agreement is needed to authorize FDOT to manage and construct the improvement described as Financial Project ID 431752-3.
Financial Information: The estimated construction cost is $28 Million due by November 2026. Through a proposed funding agreement, which will be presented to City Council for approval later this year, the city shall be responsible for providing the estimated construction cost to FDOT to advance the construction start date and FDOT will reimburse the city in ten (10) equal quarterly payments starting July 2028.
Special Consideration: The Highway Maintenance Memorandum of Agreement is necessary to designate and set the responsibilities of each party for the project.
Location of Project: Port St. Lucie Boulevard, from south of Becker Road to south of Paar Drive.
