3. Purpose: To construct approximately 5,916 linear feet of concrete sidewalk on Sandia Drive.
4. New/Renewal/Modified: New.
5. Duration: 180 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Provide high quality infrastructure and facilities for the use of all residents.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $415,000.

Staff Recommendation: Move that the Council award Contract #20210025 and enter into a unit price contract with Heavy Civil, Inc. for the Sandia Drive sidewalk construction project.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210025.
2. Move that the Council not approve Contract #20210025 and provide staff with direction.
Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide. The original areas were in the proximity of schools, especially elementary schools to provide a safe route to school for children. The list has since expanded to establish a network of connecting sidewalks throughout the City. Sandia Drive is on the Sidewalk Priority List approved by the City Council. This project is funded with the ½ cent sales tax.
An E-Bid was issued on February 17, 2021 to 1,235 potential suppliers. There were 37 plan holders with 5 proposals being received on March 23, 2021.
Issues/Analysis: Staff has reviewed the proposals and finds that Heavy Civil, Inc. provides the best value to the City. Heavy Civil, Inc. is not a local vendor.
Financial Information: Funds are appropriated in the FY 2020-2021 budget for the Half Cent Sales Tax / Road & Street / Improvements O/T Building (#310-4105-563000-Y1420). Ongoing maintenance costs will be absorbed in Road and Bridge / Streets Division / Contract Repair / Improvement of Sidewalks (#304-4125-534133-00000).
