Executive Summary (General Business): The CAPER (Consolidated Annual Performance Evaluation Report) shows all CDBG activities undertaken this past year, the amounts allocated and expended and the balances available for each project. The CAPER report must include public commentary as to the usage of CDBG funds and the outcomes prior to submitting the report to the U.S. Department of Housing and Urban Development (HUD).

Staff Recommendation: Move that the Council approve the 2019-2020 CAPER to allow for the required two-week public comment period and authorize staff to submit the report to HUD as required by December 30, 2020.

Background: HUD requires the preparation of an annual performance report detailing our CDBG and housing expenditures for the past year compared to what was projected.
Issues/Analysis: The CAPER report requires City Council approval and a two-week public comment period prior to submittal to HUD no later than December 30, 2020.
Financial Information: The City of Port St. Lucie received $1,118,415 in CDBG funds for the grant period of October 1, 2019 through September 30, 2020. Of the $1,118,415 allocation, twenty percent or $223,683 was allocated for administration and $894,732 for project funding.
