Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Dave Harris, Procurement Manager, PMD.

2.                     Parties: City of Port St. Lucie, Houston-Galveston Area Council (H-GAC), and awarded vendor Emergency Vehicles, Inc.

3.                     Purpose: To purchase a customized incident command vehicle at a discount price.

4.                     New/Renewal/Modified: New

5.                     Duration: The initial term of the contract between H-GAC and Emergency Vehicles, Inc., began December 1, 2019 through November 30, 2021. The contract has been extended three times, with a current contract expiration date of November 30, 2023. Delivery time for this vehicle is approximately 200 days.

6.                     Benefits to Port St. Lucie: Allows the City to purchase a police incident command vehicle customized to meet the requirements of the City.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $353,145.00. Future expenditures will be appropriated in the adopted budget.

Staff Recommendation: Move that the Council approve participating in Houston-Galveston Area Council (H-GAC) #FS12-19, per chapter 35.08(a)(9)(a) (cooperative purchasing exception) with Emergency Vehicles, Inc.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve participating in the H-GAC Contract #FS12-19.

2.                     Move that the Council not approve participating in the H-GAC Contract #FS12-19 and provide staff with direction.

 

Background: The Houston-Galveston Area Council (H-GAC) offers this contract for fire safety equipment and emergency vehicles to other agencies. This contract provides larger discounts than the City would be able to obtain by issuing its own solicitation.

 

Issues/Analysis: Staff has reviewed the H-GAC contract #FS12-19 and finds that it meets the needs of the City and meets the requirements of the City’s procurement ordinance.

                     

Financial Information: Funds are appropriated in the FY 2023-2024 budget under the Port St. Lucie Police Department. (001-2105-546100).

 

Special Consideration: The cooperative agreement represented is an option available to purchase incident command vehicles. Staff is requesting that the Council approve the ability of the Port St. Lucie Police Department to purchase an incident command vehicle off the H-GAC’s Contract #FS12-19 cooperative agreement in accordance with the FY 2023-2024 budget already approved by the Council. Therefore, the estimated budget contains all vehicles that are anticipated to be purchased from the H-GAC’s Contract #FS12-19.
