3. Purpose: To treat nuisance vegetation within the City’s waterways, stormwater system, and greenways.
4. New/Renewal/Modified: Renewal.
5. Duration: November 1, 2022 through October 31, 2023.
6. Benefits to Port St. Lucie: To keep the City’s waterways free of structure-clogging or unsightly growth.
7. Cost to Port St. Lucie (Annual and Potential): The requested increase amount is $95,699.29 which is a 14.3% increase. The additional services that are beyond the original scope of work is $98,880.00. The total increase amount to the contract is $194,579.29.

Staff Recommendation: Move that the Council waive the provisions of the Procurement Code, Section 35.04(c), for good cause shown, and approve Amendment #13 to Contract #20040116.

2. Move that the Council not approve the Amendment and provide staff with direction.
Background: This service was introduced and has been in effect for over 32 years when it became apparent that the traditional means of mechanical harvesting the vegetation that was inhibiting our stormwater conveyance and natural areas was cost prohibitive. The use of specialized pesticides and biological control such as grass eating carp and shell crackers continues to be a model approach to combat the plentiful nonnative vegetations that dominate the cities infrastructure. The urbanization of the city over the years has significantly exacerbated our ability to control this unwanted vegetation due to the significant amount of excessive nutrients that enter our waterways. You could think of it in this way, fertilizing your property which provides food and vigor to your turf and plants is the same as residential runoff entering our waterbodies that enable the nonnative vegetation to flourish. Simply put, not having this service to control the unwanted vegetation would cripple our stormwater infrastructure’s ability to effectively displace the stormwater and would most certainly become a public safety matter.
The Bio-Zyme application is formulated with natural bacteria that includes micronutrient bio-enhancers that augments the bacteria in lakes (bodies of water) to produce enzymes to break down nutrients, digest the muck, and reduce odors. AVC will purchase and install a 1,500 gallon incubator tank for the citywide Bio-Zyme Bacteria Program. This is recommended for SW Essex Drive area.
AVC will treat city-wide waterways with Bio-Zyme beneficial bacteria for the purpose of improving water quality, reducing sediment and floating tussocks, and reducing nutrient load. Price includes management, applicator, all equipment, incubation of bacteria and dispensing 1,000 gallons per week.
This contract is being renewed for one (1) year so that the PW Department and PMD can revise/update the scope of work and rebid this project.
Issues/Analysis: Staff has reviewed the additional compensation and find that it is fair and reasonable.
Financial Information: 100% of the funds are appropriated in the Stormwater Utility Fund / Greenbelt & Waterway Maintenance / Aquatic Spraying (#401-4127-534113-00000).
