Executive Summary (General Business): The proposed revisions to Chapter 73, Recreational and Off-Road Vehicles, serve the public health, safety, and welfare by updating maintenance requirements for recreational vehicles, requiring all recreational vehicles to be free of mold and mildew at all times.

Staff Recommendation: Move that the Council approve the city-initiated text amendment to Chapter 73 of the City of Port St. Lucie Code of Ordinances as recommended.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the city-initiated text amendment to Chapter 73 of the City of Port St. Lucie Code of Ordinances.
2. Move that the Council provide staff direction.
Background: In an effort to ensure property maintenance standards remain clear, enforceable, and responsive to community needs; NSD identified deficiencies relating to mold/mildew on recreational vehicles within our current ordinance. In order to resolve these deficiencies, NSD created proposed amendments to the current ordinance that would allow for this issue to be addressed. This change protects neighborhood aesthetics and prevent conditions that could contribute to blight.
Issues/Analysis: The Neighborhood Services Department began by researching ordinances of comparable municipalities throughout the state before gathering sections that could be adopted to improve areas of our current ordinance. After internal review, NSD staff met with several departments including the City Attorney’s Office to review and provide language for the ordinance revisions.
