Summary Brief (Agreements/Contracts only)

2. Parties: City of Port St. Lucie and Humane Society of St. Lucie County, Inc.
3. Purpose: Maintain services contract with the Humane Society of St. Lucie County for animal sheltering.
4. New/Renewal/Modified: Renewal.
5. Duration: The initial contract term was three years with an additional two-year renewal period option. Amendment #1 would exercise this additional two-year renewal period option.
6. Benefits to Port St. Lucie: Provides temporary and long-term sheltering of stray and owned animals impounded by the City of Port St. Lucie Animal Control division for the purpose of providing positive outcomes such as adoption or fostering. Ensures the animals sheltered by the Humane Society are free from hunger and thirst, free from discomfort, free from pain, injury, or disease, free to express their normal behavior, and free from fear and distress.
7. Cost to Port St. Lucie (Annual and Potential): $1,631,448.00 in year one of renewal. Year two will be adjusted based on changes to Consumer Price Index for Urban Consumers, not to exceed 4%, and BEBR population estimates (per the terms of the contract).

2. Move that the Council not approve Amendment #1 to Contract #20231100 and provide staff with direction.
Background: This is an interlocal agreement established in 2022 and set to expire on September 30, 2025. The City and the Humane Society of SLC, Inc. have agreed to provide the animals taken in from the City of Port St. Lucie a safe environment, with shelter, care, food, health, and ultimately adoption, with an approved allotted payment to be paid annually by the City of Port St. Lucie Police Department, Animal Control Section.
