Executive Summary (General Business): The City of Port St. Lucie (City) requires the services of a Professional Engineer for Construction Engineering and Inspection (CEI) & Geotechnical (GEO) Services for the Port St. Lucie Boulevard (Blvd) North Project. The project includes all work associated with the reconstruction of Port St. Lucie Boulevard from Gatlin Boulevard to Darwin Boulevard including approximately 800’ of Darwin Boulevard east of Port St. Lucie Boulevard. Improvements include, but are not limited to, milling/resurfacing, utility relocation, sidewalks, underground drainage, signals, lighting, and landscaping as shown in the plans.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (RFP) # 20210032 for CEI & GEO Services for the Port St. Lucie Blvd. North Project and begin negotiations with Consor Engineers, LLC., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formerly end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.
Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff with direction.
Background: The limits of the project are approximately from SW Darwin Blvd. to SW Cairo Avenue. The existing 4-lane divided roadway utilizes an open swale drainage system. The proposed roadway section will be fully “urban” with curb and gutter, multi-use paths, landscaping, irrigation, and roadway and pedestrian lighting. It will match the section currently under design by the Florida Department of Transportation (FDOT) that is located south of SW Darwin Blvd. Improvements are also being made to the PSL Blvd. / Gatlin Blvd. Intersection. This project will “bridge the gap” between the two (2) projects and provide for a consistent roadway section through the corridor.
Issues/Analysis: An eRFP was advertised on DemandStar on January 8, 2021, with a proposal due date of February 5, 2021. During the advertisement period, 2,300 suppliers were notified, 27 of those downloaded plans and 3 submitted proposals. On February 18th, 2021, PMD held a public meeting where the committee members met to review and discuss their individual scores. The committee voted to have presentations and discussions on February 25th, 2021 with AE Engineering, Inc., Consor Engineers, LLC and Johnson, Mirmiran & Thompson, Inc. (JMT).
The Evaluation Committee has reviewed and scored all proposals and the rankings are as follows: (1) Consor Engineers, LLC. (2) Johnson, Mirmiran & Thompson, Inc. (JMT) and (3) AE Engineering, Inc. These firms were invited to the presentation/discussion meeting, however AE Engineering, Inc. declined the invitation based upon their initial scores (see the memo and response in the attachments).
The presentations and discussions allowed the committee to gain a better understanding and more insight into the firm’s qualifications and experience. Firms also elaborated on their approach and workplan for completing this project. The committee has selected Consor Engineers, LLC as the top-ranked firm because of their vast experience and proven track record specializing in similar work.
Financial Information: The funds are appropriated in Improvements O/T Buildings (304-4121-563000-00000).
