3. Purpose: To install line extensions to the City Utility System to provide utility services to residents in unincorporated portions of the City Service Area

6. Benefits to Port St. Lucie: This project and Interlocal agreement adds utility customers and also has the potential to eliminate septic tanks for any resident along Rainbow Drive that desires to connect to the City sewer system (with a residential grinder tank) in the future.
7. Cost to Port St. Lucie (Annual and Potential): There is no cost to the City as all work is to be completed by the County then turned over to the City for ownership and maintenance.

Staff Recommendation: Move that the Council approve the Interlocal Agreement related to the provision of wastewater service in the Rainbow Drive 2 Municipal Service Benefit Unit (MSBU) and return it to the Utility Systems Department for final processing with St. Lucie County.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Interlocal Agreement for the provision of wastewater in the Rainbow Drive 2 (MSBU).
2. Move that the Council not approve the Interlocal Agreement related to the provision of wastewater in the Rainbow Drive 2 (MSBU) and provide staff direction.
Background: St. Lucie County is proposing to add potable water and wastewater service to the residents living on Rainbow Drive off of St. James Blvd, south of Midway. St. Lucie County have created a Municipal Services Benefit Unit (MSBU) to fund the improvements. The project would install the water main and a low-pressure sewer main in the Rainbow Dr R/W that is accessible to each resident when needed. This project and Interlocal agreement adds customers for the City and also has the potential to eliminate septic tanks for any resident along Rainbow Drive that desires to connect to the City sewer system (with a residential grinder tank) in the future. There is no cost to the City as all work is to be completed by the County then turned over to the City for ownership and maintenance.
