2. Parties: City of Port St. Lucie , ACAI Associates, Inc., Architects Design Collaborative LLC, CPZ Architects, Inc., KCI Technologies, Inc., Kimley-Horn and Associates, Inc., Landscape Architectural Services, Inc., Miller Legg, REG Architects, and Wannemacher Jensen Architects, Inc.
3. Purpose: A Continuing Contract for Professional Architectural and Landscape Architectural Services with five (5) qualified firms for Architectural Services and four (4) qualified firms for Landscape Architectural Services who shall provide the City with assistance on projects that require design services.
4. New/Renewal/Modified: New.
5. Duration: The Contract term shall be for three (3) year with two (2) one-year options to renew.
6. Benefits to Port St. Lucie: Provide professional architectural services and landscape architectural services on an as needed basis per the rotation list.
7. Cost to Port St. Lucie (Annual and Potential): The total amount to be paid by the City to the Consultant is on a time and materials basis per the fee schedule, established on a per project basis.

Staff Recommendation: Move that the Council award Contract #20220118 with all recommended firms to provide Continuing Contracts for Professional Architectural and Landscape Architectural Services.
Alternate Recommendations:
1. Move that the Council not approve Contract #20220118 and provide staff with direction.
Background: Projects will be from the current Five-Year Capital Improvement Program (CIP), any amendments during the term of this contract, and other City projects that require architectural or landscape architectural services. A more defined Scope of Work will be developed for each individual project. The method of award for the ‘Continuing Services Projects’ will be based on a rotation basis.
An RFP for qualifications was issued in accordance with Section 287.055, Florida Statues, identified as the Consultants’ Competitive Negotiation Act (CCNA) on July 28, 2023, to 1,467 potential suppliers. There were sixteen (16) proposals received on August 31, 2023. Nine (9) proposals were for Professional Architectural Services and seven (7) proposals were for Professional Landscape Architectural Services. All proposals were deemed responsive.
For the Architectural Services, PMD held the first evaluation meeting on October 19, 2023, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top 5 firms to move to the short list. These firms were invited to a second evaluation meeting that was held on November 6, 2023, to make presentations and to answer more detailed questions regarding the services they provide. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

PMD began negotiations with the top five (5) ranked firms. The rates were agreed to by all firms and have submitted signed contracts for approval.
For the Landscape Architectural Services, PMD held the first evaluation meeting on September 27, 2023, to review and discuss the proposals and individual scores to determine the short list. The Evaluation Committee selected and voted on the top five (5) firms to move to the short list. These firms were invited to a second evaluation meeting that was held on November 8, 2023, to make presentations and to answer more detailed questions regarding the services they provide. The fifth (5th) ranked company did not show up for their presentation time slot and therefore was removed from the list. The Evaluation Committee reviewed their scores and adjusted accordingly. The final scores were announced as follows:

PMD began negotiations with the top four (4) ranked firms. The rates were agreed to by all firms and have submitted signed contracts for approval.
