Executive Summary (General Business): Approval of the Collective Bargaining Agreement (“CBA”) between the City of Port St. Lucie (“City”) and OPEIU, Local 100, Professional Employees Bargaining Unit commencing October 1, 2021 through September 30, 2022.  This is a one (1) year Agreement with revisions to wages, healthcare rates, and retirement only.

 

Presentation Information: Staff will provide a brief presentation and will be available to answer any questions the Council may have.

 

Staff Recommendation: Move that the Council approve the Agreement.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Agreement.

2.                     Move that the Council provide staff direction.

 

Background: The OPEIU Professionals bargaining unit represents 76 employees in the City. The current Contract expires on September 30, 2021. The Union failed to timely request to commence negotiations for a new contract. Such failure results in an automatic one-year extension of the current contract without changes to wages or benefits. However, Management offered, and the Union agreed, to negotiate a one-year agreement limited to discussions pertaining to wages, healthcare, and retirement. Bargaining commenced on June 22, 2021, with the parties having met for four (4) negotiation sessions. The Agreement presented was ratified by the membership on September 2, 2021.

 

Issues/Analysis: The proposed Agreement, in legislative format, is attached along with a summary of changes made, listed by Article.

                     

Financial Information: This is a one (1) year Agreement commencing October 1, 2021 through September 30, 2022. The cost of the economic package remains within the parameters granted by the City Council. Included herein is a Memorandum detailing the highlights of the economic package.

 

Special Consideration: This is a one (1) year Agreement, expiring September 30, 2022.
