Summary Brief (Agreements/Contracts only)

1.                     Prepared by: Alaina Knofla, Procurement Management Division (PMD).

2.                     Parties: City of Port St. Lucie and Stuart Boatworks, Inc. d/b/a Islamorada Boatworks.

3.                     Purpose: To purchase a budgeted new addition to the fleet of the Port St. Lucie Police Department Marine Unit. A 24-foot Islamorada Bay Boat Custom Built Police Vessel.

4.                     New/Renewal/Modified: New.

5.                     Duration: Six (6) months.

6.                     Benefits to Port St. Lucie: Ensures the Port St. Lucie Police Department Marine Patrol Unit is able to reach all accessible areas of marsh, unabated land, and all parts of the St. Lucie River waterway to provide superior service, lifesaving capabilities, and ultimate law enforcement patrol and response to all areas where the Marine Patrol Unit may be called upon for aid.

7.                     Cost to Port St. Lucie (Annual and Potential): Estimated Expenditures not to exceed $193,343.00.

Staff Recommendation: Move that the Council waive the bidding, per City Code of Ordinances, Section 35.08(a)(25)(a)(1) (sole source where the compatibility of equipment, accessories, or replacement parts is of paramount consideration), as there are no commercially available substitutes for these components and/or replacement parts, which can only be purchased from the manufacture or distributor, and approve Contract #20260091 for a Custom-Built Police Vessel with Stuart Boatworks, Inc. d/b/a Islamorada Boatworks.

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and approve the Sole Source Contract #20260091.

2.                     Move that the Council not approve Sole Source Contract #20260091 and provide staff with direction.

 

Background: The Port St. Lucie Police Department Marine Patrol Unit provides high visibility law enforcement patrols throughout the waterways of Port St. Lucie and serves the residents and guests who live along and enjoy safe passage of the St. Lucie River and all other adjoining bodies of water. Ensuring that recreational and commercial boat traffic as well as responding to emergency situations of those in distress in any area or body of water, the Marine Patrol Unit must be able to reach all accessible areas of marsh, unabated land and all parts of the St. Lucie River waterway. Many of the small channels and "fingers" that run off the main river as well as smaller canals and areas where residents live as well as pass over bridges, the passible depth is too shallow for the City’s larger police boats to traverse. Especially in low tide, the Marine Unit is unable to reach many of the waterway marshes and islands along the north fork of the St. Lucie River. To ensure the Port St. Lucie Police Department is capable of providing superior service, lifesaving capabilities, and ultimate law enforcement patrol and response to all areas of residence and where they may be called upon for aid, the purchase of a bay boat style police boat was budgeted.  This vessel is capable of many different style missions, has adequate vessel capacity for varying missions, and has a very minimal draft which is capable of traveling in 1.5-2 feet of water.

 

Islamorada Boatworks is a local boat builder in Stuart, Florida. Islamorada builds their custom Morada 24 model as a purpose-built police response vessel equipped with emergency lighting, sirens, specialty sonar and visual aid equipment and more. The Martin County Sheriff’s Office (MCSO) took delivery of this same model police boat over a year ago and has had great success with their use and responses with this type of vessel. In speaking with the team at MCSO, they greatly increased their response capabilities and utilize their Morada 24' daily in their operations. Islamorada Boatworks is locally owned and is the sole source manufacturer of this vessel.

 

Issues/Analysis: Islamorada Boatworks is locally owned and operated, is the only source manufacturer of this vessel and is capable of providing all service, maintenance and warranty issues for the vessel. They have applied a "local law enforcement" discount to the quote, reducing the price by over $10,000.00 from the normal price. They are the Sole Source and local builders of this vessel.
