Summary Brief (Agreements/Contracts only)

2.                     Parties: City of Port St. Lucie and J.W. Cheatham, LLC.

3.                     Purpose: The project aims to expand the City’s network of connected sidewalk infrastructure.

4.                     New/Renewal/Modified: New.

5.                     Duration: 180 calendar days with no option to renew.

6.                     Benefits to Port St. Lucie: This project makes significant improvements to accessibility in accordance with the Americans with Disabilities Act (ADA). Proposed improvements consist of signage and striping, improvements to drainage and stormwater management system within and around the project limits.

7.                     Cost to Port St. Lucie (Annual and Potential): One-time expense of $908,000.00.

Staff Recommendation: Move that the Council award Contract #20260167 and enter into a unit price Contract with J.W. Cheatham, LLC for the Green River Parkway Trail Construction Project.

 

Alternate Recommendations:

1.                     Move that the Council amend and approve the recommended bid.

2.                     Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

 

Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide. The original areas were in proximity to schools and major roadways. Green River Parkway is on the 10-year Master Plan list approved by the City Council.

 

The City has received partial funding through the Florida Department of Transportation (FDOT) Local Agency Program (LAP) Grant to construct certain sidewalks.

 

An Invitation for Bid (IFB) was issued on February 26, 2026 to approximately 1,383 potential suppliers. There were 74 plan holders with 9 bids being received on April 9, 2026. There were 5 bidders that were deemed non-responsive.

 

Issues/Analysis: Staff have reviewed the proposals and found that J.W. Cheatham, LLC provided the lowest responsive and responsible bid to the City. The project is partially funded through FDOT which requires the bid to be awarded to the lowest responsive and responsible bidder. FDOT has also provided their concurrence with this recommendation.

                     

Financial Information: Funds are appropriated in the Road & Bridge CIP Fund / Roads & Streets / Improvements O/T Building (#304-4105-563000-00000) Project #25PW020P.

 

Special Consideration: This project is partially funded through the Florida Department of Transportation (FDOT) Local Agency Program (LAP).

 

Location of Project: SE Green River Parkway Trail from Walton Road to the Martin County Line.
