3. Purpose: Provide a new force main to divert up to 4.0 million gallons per day (MGD) from the Southport Booster Pump Station to the Glades Wastewater Booster Pump Station.

5. Duration: No additional time is needed. The contract end date is 11/3/2025.
6. Benefits to Port St. Lucie: The Westport Wastewater Treatment Plant is permitted to treat 6.0 MGD of wastewater and will not require additional capacity due to the addition of the Southport Force Main Project.
7. Cost to Port St. Lucie (Annual and Potential): An additional $691,774.00 for a new Contract amount of $14,322,508.70.

Staff Recommendation: Move that the Council approve Amendment #2 to Contract #20230111 for the Construction of a 24-inch Force Main Project with Felix Civil Construction, LLC.

2. Move that the Council not approve Amendment #2 to Contract #20230111 and provide staff with direction.
Background: The project will provide for a new 24-inch force main to divert up to 4.0 million gallons per day (MGD) from the Southport Booster Pump Station to the Glades Wastewater Booster Pump Station. This flow will bypass the Westport Wastewater Treatment Plant and be transferred to the Glades Wastewater Treatment Plant. The Westport Wastewater Treatment Plant is permitted to 6.0 MGD and will not require additional capacity but will require nutrient removal in the near future.
In order to facilitate proper system maintenance, the amendment to add pigging stations is necessary. Such stations provide access to the force main at strategic locations for routine cleaning of the lines and to maintain proper flows and pressures within the system. This will help to avoid potential sanitary sewer overflows at lift stations. Additionally, there was unforeseen drainage along the installation path which required deflecting the main to avoid the conflict, along with the addition of a hydrant for testing purposes.
Issues/Analysis: The Utility Systems Department recommends that the City proceed with the amendment for improvements to enhance the sanitary systems.
Financial Information: Funds are appropriated in the Utility CIP Fund / Westport WWTP / Improvements O/T Building / WP Expansion (448-3512-563000-Y1728).
