Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie and Trane U.S., Inc.
3. Purpose: To provide HVAC products and services as needed.
4. New/Renewal/Modified: New.
5. Duration: Initial Contract period began September 1, 2022 and will terminate August 31, 2027. The contract allows for one (1) additional five (5) year period.
6. Benefits to Port St. Lucie: Utilized the Omnia Partners Cooperative Contract to provide Trane products & services.
7. Cost to Port St. Lucie (Annual and Potential): Initial expenditure is for $207,421.00. All future expenditures will be appropriated in each year’s approved budget.

Staff Recommendation: Move that the Council waive the bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Omnia Partners Cooperative Contract #3341 with Trane U.S., Inc. for HVAC Products, Installation, Labor Based Solutions and Related Products & Services.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the Omnia Partners Cooperative Contract #3341 with Trane U.S., Inc.
2. Move that the Council not approve participating in the Omnia Partners Cooperative Contract #3341 and provide staff with direction.
Background: Omnia Partners, Public Sector is the premier purchasing organization for state and local government, K-12 education, colleges and universities. All contracts available have been competitively solicited and publicly awarded by a government entity serving as the lead agency while utilizing industry best practices and processes. Through economies of scale, Omnia Partners is able to deliver more contracts, in more verticals, with transparent, value-driven pricing.
The Facilities Maintenance Department has identified the urgency to upgrade the City Hall and Community Center HVAC system controls. Both are operating on Microsoft Windows 7 and the support date ended earlier this year (1/10/2023). Since Microsoft is no longer providing security patches or technical support to the operating system, it is vulnerable to potential security threats. Therefore, upgrading the HVAC system controls is critical.
Issues/Analysis: Staff has reviewed the Omnia Partners Cooperative Contract and finds that is meets the City’s needs and meets the City’s Procurement Ordinances.
Financial Information: Funds are appropriated in the CIP General Fund / Facilities Maintenance / Improvements O/T Building (#301-4135-563000-00000).
Special Consideration: There is an immediate need to upgrade the City Hall and Community Center HVAC system controls.
Location of Project: City Hall and the Community Center.
