Executive Summary (General Business): Pursuant to City Charter Section 3.05, the Mayor shall appoint with the advice and consent of the council the members of citizen advisory boards and commissions. This agenda item formalizes the creation of a Solid Waste Task Force for the purpose of reviewing the current solid waste program and performance, while providing input on business conditions for a future solid waste contract and request for proposals (RFP). The SWTF would provide recommendations to the City Council via the City Manager.
Presentation Information: Staff will provide an overview of the agenda item or be available to answer questions at the pleasure of the City Council. Mayor Martin’s list of recommended task force members may wish to be discussed by the City Council.
Staff Recommendation: Move that the Council designate the number of members for the SWTF and move to approve the Resolution and Bylaws creating the SWTF. Also, a second motion is requested approving the committee members recommended by Mayor Martin attached to this agenda item.
Alternate Recommendations:
1. Move that the Council amend the recommendation and motion to approve the Resolution and Bylaws, along with a second motion approving the committee members that have been recommended by Mayor Martin with the consensus of the City Council.
2. Move that the Council provide staff direction.
Background: Following the presentation of item (7A) at the Special City Council meeting that took place on September 20th, 2021, staff was directed to move forward with the creation of a citizen’s Solid Waste Task Force consisting of nine (9) regular members and two (2) alternate members. Appointed members should: have a general knowledge of the City; exhibit a genuine interest in the affairs and development of the City; devote the time necessary to serve on the Committee; serve without pay or renumeration; make judgments without respect to any personal gain; support the adopted policies of the City; have their primary residence within the City of Port St. Lucie and have experience in a related field (e.g. solid waste, contracts, logistics, communications of financial management). To the extent possible, each City Council person will nominate one (1) member from their District with the Mayor nominating the remaining members.
Issues/Analysis: Staff has scheduled the first SWTF meeting for October 14, 2021. Future meeting dates would be discussed at this meeting along with the frequency of meetings.
Special Consideration: After reviewing approximately 50 applications for membership to the SWTF, Mayor Martin is recommending increasing the SWTF from nine (9) regular members to eleven (11) regular members, and two (2) alternate members. The initial term for members and alternate members would be eighteen (18) months.
