Executive Summary (General Business): This application is the adoption hearing for a proposed large-scale comprehensive plan text amendment that was submitted by Mattamy Palm Beach, LLC.  The proposal is to amend the text of the Future Land Use element by amending Figure 1-4.  Figure 1-4 is the conceptual land use plan for the Southern Grove NCD District.  Figure 1-4 is required by Policy 1.2.1.3 of the comprehensive plan to illustrate how the land use sub-categories in Southern Grove are allocated, where they are located, and how they would function in relation to each other.  Mattamy Palm Beach, LLC, is applying to adjust the locations for the Residential, Mixed Use, Neighborhood/Village Commercial, Regional Business Center sub-districts to accommodate new development proposals.  The application includes the re-alignment of the Paar Road right-of-way east of SW Village Parkway at the request of the Port St. Lucie Governmental Finance Corporation (GFC).

Staff Recommendation: Move that the Council adopt the comprehensive plan amendment as recommended by the Planning and Zoning Board. 

 

Alternate Recommendations:

1.                     Move that the Council amend the recommendation and adopt the comprehensive plan amendment. 

2.                     Move that the Council not adopt the amendment and provide staff direction. 

 

Background: The proposed Comprehensive Plan Amendment was recommended for approval by the Planning and Zoning Board at the October 6, 2020 Planning and Zoning Board meeting.  A transmittal hearing before the City Council was held on October 26, 2020 and approved for transmittal to the Department of Economic Opportunity (DEO) and the reviewing agencies.  There were no comments or objections to the proposed amendment from DEO or the reviewing agencies. 

 

Issues/Analysis:  A letter was received from Martin County.  The letter requests the City include on the Southern Grove NCD Conceptual Plan (Figure 1-4) a proposed southern extension of SW Village Parkway.  The proposed extension would run from its current terminus at Becker Road over the C-23 Canal and south to County Road 714 (SW Martin Highway) in Martin County as depicted on the 2035 Regional Long-Range Transportation Plan (RLPTP).  The 2035 RLPTP was adopted in 2011.  The proposed southern extension of Village Parkway into Martin County was not included in the 2040 St Lucie TPO LRTP plan that was adopted in 2017.  

 

Figure 1-4 depicts the roadways required by the Southern Grove DRI development order.  Required roadways are also depicted on Map H, the master development plan for the Southern Grove DRI.  A proposed extension of SW Village Parkway is not addressed and/or required by the Southern Grove DRI and not depicted on Map H or Figure 1-4.  The proposed extension of SW Village Parkway would conflict with an approved site plan for America Walks (P20-039 A-1).  The proposed America Walks development is located on south of the terminus of SW Village Parkway at Becker Road on land legally described as Tract D, Southern Grove Plat No. 30.  The America Walks Site Plan was approved by the City Council on April 27, 2020 and an amendment was approved on December 14, 2020. 

 

The proposed southern extension of SW Village Parkway into Martin County originated with the preparation of the 2035 Regional Long-Range Transportation Plan (RLPTP).  As previously stated, it is not included in the development order for the Southern Grove DRI or depicted on any of the associated DRI or comprehensive plan maps.  Any potential discussion of a proposed southern extension of SW Village Parkway should take place within the context of the long-range transportation plan as overseen by the St. Lucie County Transportation Planning Organization (TPO) and not as part of this comprehensive plan amendment application.  The letter from Martin County and a response from Mattamy Palm Beach, LLC, as the applicant, are attached to the Agenda Memo.  The letter from Martin County is scheduled for discussion at the January 25, 2020 City Council meeting under new business.
