2. Parties: City of Port St. Lucie and Florida Combined Life.
3. Purpose: To provide employee group dental benefits for employees, their spouses, family members, retirees and COBRA persons.
4. New/Renewal/Modified: New.
5. Duration: Five (5) years with an option for an additional five (5) year renewal. Effective October 1, 2019 through September 30, 2024.
6. Benefits to Port St. Lucie: The contract provides necessary dental insurance for preventative, basic, major and orthodontic procedures for City employees, spouses, family and retirees.
7. Cost to Port St. Lucie (Annual and Potential): Projected annual expenditures will be $58,104 annually for a total of $290,520 for the initial five-year contract.

Staff Recommendation: Move that the Council award Contract #20190082 for Employee Group Dental Administrative Services to Florida Combined Life in the estimated amount of $58,104.00 annually for a total of $290,520.00 for the initial five-year contract.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20190082.
2. Move that the Council not approve Contract #20190082 and provide staff with direction.
Background: The City’s current contract for Employee Group Dental Administrative Services will expire on September 30, 2019. Therefore, the City issued a Request For Proposal (RFP) to update the specifications and program guidelines for a new service contract. The RFP was issued on May 2, 2019 to 94 potential proposers. There were 21 plan holders with 3 proposals received on June 10, 2019.
Issues/Analysis: The evaluation committee reviewed all proposals and ranked the firms based on the criteria set forth in the RFP, submittals, questions and answers. Based on the consolidated scores, the highest ranked firm was Florida Combined Life. Staff along with the Gehring Group concurs that the negotiated contract as presented provides the best value to the City.
